Do bear in mind, if you use a push/pull output stage with a centre tapped choke load, connecting the ESLs directly to the anodes (better to use a negative supply on the output stage so they're at around 0V rather than x kV), you can swing almost double the supply voltage...
So to get 16kV peak, you'd "only" need an 8 or 9kV supply...
Not sure that helps any...
A better way may be to have a push/pull 1:2 autoformer and 5kV supply with GM100 triodes... hmmm, almost do-able that.
