Should I turn down the bias or treble

I have the A3 panels upgraded for newer technology. Before it was modified, the bias was set @ about 1:00 pm position . I am not sure if it was a bit high but I live in Hong Kong a high humdity area. Anyhow, when I got the panel back, the bias was set @ 12:00 pm position as the sensitivity was heard to be higher/crack sound position. However, after 2-3 weeks, I could hear a lot of white noises from the speaker even if the amp everything was turned off. When I turn down the bias to 11 pm, the white noises go away.

Is it normal ? I certainly lose a lot of sensitivity with the bias at low position. Or should I turn down the treble ? I am concerned also if my panel is overcharged so that it would be gone too, but I have not done anything different (the cracking sounds happen @ about 1;00 pm position).
