You could measure the temperature but not the heat rate (BTU/hr), the former of which wouldn't mean much. Heat dissipation per output tube at full rating, multiplied by a realistic use factor, could be used to give an idea of how much heat the amps give off. Losses in power transformers, etc. are small by comparison.
